Best solution: fix suboptimal paths between you and your peers (e.g MTU,
MSS), tune box to get max out of CPU punts (hold queue, scheduler
etc..), reduce number of peers to as manageable as possible on the box
(appropriate box for number of peers)

Not so best solution: Use EEM to work out when "stuff is going crazy",
have it shut down the peers for you, then either do nothing (it could be
an IXP flap or somesuch) or automatically (eek!) restart groups of them
waiting for each group to stablise before carrying on...
