[c-nsp] Enhanced Packet Capture in IOS (EPC)

The only time i wanted to use it was on our ASR1004 wich didn't support it :)
(and that was for troubleshooting input errors on the interface so i doubt those would have shown up (was recieving packets in an unconfigured vlan))
