I did some more digging with the "show vlan internal usage" output and
observed a "vrf_0_vlan0" vlan reserved on a 6500 with no vrfs. It
appears when you create a vrf it may or may not be associated with that
internal vlan. If it is associated with the existing vlan, you will not
see the mysterious interface in the "show vrf ipv4 interface" output;
otherwise you will (at least in my observations).
