local null route ("something left in the config that directs this IP
into a black hole")?

... but that wouldn't actually explain that "sometimes it works".

What I'd do:

 - on the first and second hop routers, try grabbing "show ip route",
   and "show ip cef" for that target IP

 - stare at it, and wonder :-)
