"Local" is a matter of perspective... if you assume it to just meant 
router-to-customer control traffic, there's probably not much.  But some 
environments may want to charge differently for traffic that only crosses a 
router backplane or stays on-net than for traffic that incurs a WAN or transit 
cost.
