Maybe so, but I think the OPs problem is that he can't even *set* 
EXP==6. So presumably he couldn't set EXP==something-else either.

I must admit I haven't tried setting EXP directly on 6500/7600; I 
usually just set DSCP and let the DSCP->CoS/EXP mappings work.
