You do not need any BGP route to be send to RIB and FIB if you are
control plane only router (example Route Reflector).
And to accomplish this there is new "filter" knob to table-map:
For non-forwarding route server there is no need to
install any routes into RIB and FIB of RS:
router bgp 10
address-family ipv4
table-map FOO filter
^^^^^^^^^^^^^^^^^^^^
exit-address-family
FOO route-map is optional. Default is to filter everything.
