I had this confirmed for the 7600.
On the ASR1K it initially showed the derived 12 code when using show version.
I imaging they did things a little differently for the 6500 since it is later.
But it is basically relabeling more than significant new features.

15S/15SY is just relabeled 12SR/12.2SY. Because people want big numbers.
15M is very much different from 12.2, being the "natural" evolution coming after 12.3->12.4->12.4T. But mostly it's just IOS with more features :-)
