[c-nsp] IS-IS advertise passive-only for ipv6?

Interesting - we used the 'distribute-list' feature for 
Route Leaking in v6, and it works fine referencing an IPv6 
prefix list.

But yes, a route-map would move for parity with v4, which is 
a good thing.
