[c-nsp] Catalyst 2950 freezing

There no software solution(upgrade) for this bug. That 2950T is 
installed in test rack so never really attempted to fix issue, except 
software upgrade.
We believe replacing power supply should fix issue. As we have another 
2950C on same rack and works just fine.
