It depends on the provider.  Extended communities are also used in vpn/vrf
route filters so honoring any community already seen on a customer route is
dangerous.  It's easier to remove all customer communities at the edge so
some providers probably do that as.  Others may allow specific values for
specific reasons the same way internet providers will allow customers to
prepend and increase local-pref by sending communities.  The best thing is
to consult your specific provider.
