[c-nsp] Hierarchical qos

I know we did some dynamic QOS templates at once but I couldn't remember
what architecture it applied to. I asked one of my peers and here was
his response:

Yeah, it's only for DMVPN deployments, or more precisely mGRE with
NHRP (with or without crypto) since the qos policy is tied to an
nhrp group communicated to the hub at the time of registration.

That being said I don't of an easy way to do what you are asking unless
you wrote an EEM/TCL sript to auto provision it for you in some way.
