[c-nsp] route-maps in 12.4(25)b broken?

Re guys,
I'm running a bunch of 7301s on 12.4(25)b (same on 12.4(21)) which show
an interesting problem when using route-maps and "continue" statements.
Given the route-map...
route-map rm-out permit 10
set community aaaaa:bbbbb additive
...everything's fine.
Using...
route-map rm-out permit 10
set community aaaaa:bbbbb additive
continue
route-map rm-out permit 20
match community cl-something
set as-path prepend ccccc
route-map rm-out permit 99
...I push *no* prefixes anymore.
This does not happen in 12.3(14)T3, which I run on other 7301s.
Same route-maps, community-lists etc, of course.
Has anyone seen this phenomenon? Is this a bug that's crept into
12.4s, or am I missing something?
