[c-nsp] Default transmit queue sizes

For control plane heavy devices (heavy BGP speakers etc) it is
recommended to increase input and output queues.
Also, you should take a look at SPD:

upstreams/BGP
peers? Or do you just leave them default? I've noticed that the
default for
trunks is 2000, but for L3 interfaces which may carry even more traffic,
is a
measly 75.
