Unfortunatly CsC requires EBGP+label or IGP+label. No IBGP support

The second core isn't live, but eventually we will be migrating our transit and peering links from old core to new core, so changing the ASN isn't really an option, I don't think.

This could work, so long as it supports iBGP between PE and CE.
