In case anyone is curious, this seems to still be present under SXI5. 
The actual issue seems to be changes to the IPv6 VRF routing table(s); a 
"shut / no shut" of the SVI will clear it under SXI3 (and possibly under 
SXI5, but I am avoiding fixing it until TAC can examine the box), but 
not under SXI.
