Hmm. I'm a bit surprised TBH; there are two usable flowmasks on the 
sup720 for IPv4; you're using one (interface-full) for netflow, so you 
should be able to use another (destination) for your microflow policer.

What does:

sh platform hardware capacity netflow

...say?

Disclaimer: I've only ever used microflow policing in the lab, and that 
was ages ago, so I might be misremembering how it works.
