[c-nsp] No implicit deny for OSPF distribute-list

Hi there,

On ASR 9000 with Cisco IOS XR there is no implicit deny any at the end
of an ACL for the OSPF distribute-list.  Is this intentionally?  And if
yes, why?

E.g.,

router ospf 1
 distribute-list ospf-out out static
 redistribute static metric-type 1
!

I have to type a
 deny ipv4 any any
at the end of the ipv4 access-list ospf-out.
