[c-nsp] Load balancing on Portchan.

Hi,

The input and output rate being 0 on port-channel is caused by
software defect CSCsz18634 and it's fixed in 12.2(53)SE and later.


I would recommend to review the following documentations for more
details and examples about etherchannel load balancing.
