[c-nsp] isis question

I have an interface with a /31 setup on it for a point to point link.  
Why does isis pick that up as a /32?  As a result, isis is winning the 
route election over ospf since ospf sees that as a /31.  I have isis 
setup as a passive interface on that point to point link.  I also have 
the link setup as network type point to point.
