[c-nsp] Platform feature development for 7200

I think I could use 15.1, but it's missing DHCPv6-PD automatic route
insertion.  And according to our SE, even 15.1 will not be developed on the
7200VXR.  I know, it's doesn't make sense.

There is a gap between IOS 12.2SB and current IOS 15.1 ;)

IOS 15 will do the v6 job

ASR1K if you need performance
