[c-nsp] Boot from TFTP

That could be "broken" TFTP server which doesn't wrap around 64Mb as
cisco doesn't support BLOCKSIZE option. In this case you'll download
over and over until memory/flash is full. The one I've seen it with
was pumpkin, guess there are plenty others around.
