Maybe I shouldn't have phrased my last email like I did.  Let me rephrase 
in language which doesn't involve mildly amused understatement:

Your proposed network structure is nothing short of a disaster waiting to 
happen.  The question is not whether it will break, but *when* it will 
break, and whether it will be possible resuscitate it after it breaks.  If 
you go ahead with your plans to build a network like this, your management 
will be fully justified in firing you for causing substantial and prolonged 
business disruption.

Do yourself a favour and hire a competent network consultant to advise you. 
  There are lots of ways to make networks work well.  Your proposal is not 
one of them.

apologies for being so blunt about this, but you will do yourself and your 
organisation no favours by daisy-chaining 28 switches.
