MLS rate limiters and CoPP are completely different, and, AIUI, CoPP is 
not performed in hardware for multicast:

•CoPP is supported in software for the following:
  –Multicast traffic.
  –Broadcast traffic.

If the OP is finding their CPU pegged by multicast, CoPP in software is 
unlikely to solve the problem. It might reduce the CPU usage, but is 
unlikely to eliminate it.
