[c-nsp] Power Consumption OID

The following MIB should work for the 7606, but since the 3750 is fixed, I'm not sure you'll be able to extract the information via SNMP.

18333 * 0.01 * 12 = 2199.66
10766 * 0.01 * 12 = 1291.92
