to answer your original question the cisco gear and the other metro
vendors
have built in management and monitoring capabilities in CFM and *ITU*-T
G.8261 (cisco may have made a proprietary version as they did with ITU
G.8032/REP).  You can usually just graph the readings with the standard
open
source tools.  I can't recommend one as I've never used OSS for this in
production, but it's not really complicated to setup though.
