[c-nsp] VPLS and VRF binding

Hi,

Are you trying to create an L3 termination point into a VRF that would be
fed by a VPLS-enabled interface using a loop cable?

If so, that should work - but there is a more elegant solution depending on
your code/hardware called "Routed Pseudowire"
