[c-nsp] ASR1K snmp traps

Doesn't appear to. We have a bgp session bouncing in a separate customer vrf. were trying to get bgp traps for it.
I don't see anything in the logs on the ASR saying its sending traps though. 
I have "snmp-server enable traps" configured for all traps.
