Yes, I would say that's most likely.  Small buffers + microbursts

If QOS is off, everything goes into that queue.  So if you're overrunning your gig. interface, those are your drops.  Other queues are used by the switch, even with QOS off, for things like BPDUs.  If you look at "show platform port-asic stats enqueue gx/x/x" you'll see some hits on other queues as well, but very minimal numbers compared to your actual user traffic.
