[c-nsp] ADSL sync speed Info at LAC/LNS

I can query the CPE dsl modem...Im thinking about the LAC/LNS Attributes speed info if can be queried or pass directly to the radius.

Not from the LAC/LNS - you'd need to query the DSLAM for that information.
