As to why this design.
My guess is that the data showed that most T3s were only 80% utilized.
It can also route TDM circuits for a full 2 x CT3 so it can only terminate 550 calls but you
Should be able to forward the remainder to a parallel device.

I am not an expert on these but it doesn't look like you need another box in front to handle it.

Oh?... I am about to buy a AS5400XM for an install that we plan on loaded up a full DS3 on it.  Can you point me to the data saying it can only handle 550 calls?
