Unfortunately no traps in the CISCO-EIGRP-MIB for neighbor changes.
If SNMP-polling is an option you could check for the neighbor in
CISCO-EIGRP-MIB::cEigrpPeerAddr.

Another option might be IP SLA. You can track the route and should
be able to generate a trap on metric change with "ip sla monitor
reaction-configuration".
