[c-nsp] Per VLAN Bandwidth Shaping on Cisco 2960

If all you want is to do basic traffic policing, you could set up an
aggregate policer and assign this to all port members of your Vlan.
2960 can only do ingress policing (not shaping, or egress shaping/policing)
per port.
