You can configure encapsulation dot1q on the routed sub-interfaces but
you cannot configure it to be a switchport.  You would need an
etherswitch module such as the NM-16ESW or NMD-36ESW to use the
switchport context.  You can however use bridge-groups with routed
sub-interfaces.
