Can you be a bit more specific about the config?

This is presumably an eBGP session across a local interface?

What platform & IOS version?

eBGP sessions should, IIRC, be immediately torn down by the fast 
external fallover feature.

Fast detection of iBGP session is a bit more involved, and requires the 
"neighbor fall-over" command.
