[c-nsp] IOS-XR: IPV4_SANITY_ADDR_CHK_FAILURES increments

It seems as though I'm victim to an incrementing IPV4_SANITY_ADDR_CHK_FAILURES counter on one of my ASR9ks.
The only explanation I can find for that counter is:
"IPV4_SANITY_ADDR_CHK_FAILURES Ingress IPV4 address martian check failure 127.0.0.0/8 224.0.0.0/8, not 224.0.0.0/4 (225.0.0.0/8 and 239.0.0.0/8 don't increment error count) When source address is below, ASR9K forward the packet without any error. 0.0.0.0/8 10.0.0.0/8 128.0.0.0/16 169.254.0.0/16 172.16.0.0/12 191.255.0.0/16 192.0.0.0/24 223.255.255.0/24 240.0.0.0/4"
I'm just a little confused by that explanation. Does anyone else get that the only IPs that trigger that counter are within 127.0.0.0/8 and 224.0.0.0/8, or am I missing something?
