Still needs coloured optics (or transponders before this) - and then you
just pay Cisco tax for a passive WDM system, which can be had from a
bunch of other vendors that build & sell more of these, and have more
experience with it...

To me this sounds like "oh, we're losing market share, let's just try
to re-sell some OEM WDM gear and trick the customer into believing it's
the most elegant solution.  *Then* show him the ASR9k CWDM license bill..."
