There's a low-end hardware from vendors such as D-Link that do egress
policing, but not ingress.  Ingress is much harder to come by.

My guess is that would be the ME3600X/3800X, since it 
supports egress policing.

However, do note that egress policing, which has appeared 
for the first time on this platform in IOS 15.1(2)EY, is 
currently limited to policing on egress for Priority 
traffic/queues. I've already contacted our SE to ensure 
egress policing is supported for all traffic/queue types, 
and will wait to see when that happens.

I know most classic switches don't support egress policing 
(some do egress shaping), but I can't be really sure. The 
same goes for Juniper's EX switches, although they really 
aren't in the same league as the ME3600X/3800X I'm 
mentioning here.

Would suggest you check with your SE.
