[c-nsp] 6506-E with Sup-720-3BXL jumps to 99% CPU with only 1 fullBGP session

Check mls rate-limiter..things like icmp-redirects..or else may drive cpu up... As cpu will be replying to these messages.

I have a 6506-E with nothing going on except for a full BGP session
with a provider.  We did it this way to test out some stuff, but have
been hitting 99% CPU with just this one session turned on.  Any ideas?
I have included some relevant output from the device.  The 3 processes
eating up the CPU are IP RIB update, BGP Router, XDR Mcast.  I have
already spoken to Cisco and they were only mildly helpful.
