I'm fairly certain that L2 is handled on the NPE, unless you're using
the "new" made-for-MLPPP cards (hmmm...they're made to handle MLPPP
on-PA, maybe that's a clue that L2 is off-PA on other cards).
Disclaimer: it's been a few years since I had my hands dirty with PAs.
