[c-nsp] OSPFv3 Adjacency issues between 2921 and 3750

Hi Peter,

I've seen the same phenomenon on 12.2(50)SE3.
After upgrading to 12.2(55)SE6, OSPFv3 started to work(adjacency
FULL-FULL and stable)
However ping to ff02::5 still doesn't work.
