In my case, it takes some of the commands but appears not to effect any
changes, 
I'll be raising a case to investigate if I have the right release /
featureset in place.
(it's annoying that FN is only mentioning support for this in 15.x)

Why not? 'ipv6 nd cache expire' is one of the commands which has been
added.

The following commands were introduced or modified: ipv6 nd cache expire,
ipv6 nd na glean, ipv6 nd nud retry.


This is mentioned in the second link you pasted.

  expire  Expiry time for ND entries


Does anybody know if this actually took place?

Feature navigator doesn't think so.
