One other option that springs to mind is increasing:

dot1x timeout quiet-period

...or one of the other "dot1x timeout" values. But ideally you want a 
mode where the Cisco does "passive" 802.1x - it waits until the first 
packet from the host before starting EAP-Identity transmission.
