[c-nsp] High memory utilization (Cat4500)

Has anyone seen this before? I'm not sure if there is a memory leak in the
version of IOS that I'm using, but I've noticed that many of our switches
are at 75% memory utilization. The offending processes seem to be Tacacs
and httpd:

TPLUS and HTTP_CORE are holding 100Mb each! What is also strange, is that
the http/https server is disabled in the config.
