2 rate 3 color and 1 rate 2 color policer are supported at ingress.
1 rate 2 color policer is only supported at Low latency queue (priority
queue) at egress.
Egress policer on non priority queue is on the roadmap.
In case of SVI, you need to apply the qos policy on the EFP or trunk
port.
