[c-nsp] late collision/syslog message

Hubs and links over 100M can cause late collisions.
Half-duplex links over 100M can also cause late collisions.
The final thing that causes late collisions is link errors.

Gert is correct all of these should be fixed.

Uh, fix the problem it's talking about?

"Late collisions" are an indication that your network is borked, and that needs *fixing*, not "if I do not see the error message, everything is fine".
