Yes, now that I think about it, it might be helpful to have a knob to instruct a group of tunnels to use or exclude a particular hop

yes, agreed, but you might want to specify some NHs the tunnels should NOT use (i.e. exclude).. 
but in 99% of the cases, dynamic is the way to go..
