[c-nsp] if cisco 7609 router reserve port bandwrith for routing protocol

Hi,everybody:
I always thought if cisco router reserve 10-15% port bandwith for
transport routing protocol packages(e.g. rip,ospf).
in the FIFO Output queue port(default config).how to guarantee the
protocol packages always first to be transported.
