Yes. there are QOS policies configured on the router and assigned to subscriber using Radius.
In this case, how can I get rid of this? Change policy-map name probably?

Are you providing QoS config per subscriber over radius? Platform seems to
think you have subscriber QoS enabled, which is mutually exclusive with
your static config.
