An off-list reply has provided a clue. Seems the parser is messed up depending on what you want to copy. If I don't specify 'location' I never get the vrf option:
RP/0/RSP0/CPU0:router#copy showtech-generic-2012-Jan-24.155632.EST.tgz location 0/rsp0/cpu0 tftp: ?
vrf VRF for the network file system
<cr>
RP/0/RSP0/CPU0:router#copy showtech-generic-2012-Jan-24.155632.EST.tgz tftp: ?
<cr>
RP/0/RSP0/CPU0:router#
Bug or expected behavior?
